Type the board width in millimetres. The narrowest line is measured and checked against what etching and board houses can make.

JPG to Gerber in your browser: a JPG to PCB layout converter that makes the dark parts of the picture into a Gerber layer at the width you set. JPEG blocks and noise are cleaned off before tracing, so a compressed photo still gives clean edges.
Pick copper for tracks, silkscreen for a logo, or solder mask for exposed-copper art. The Gerber has the layer named inside it (X2 attributes), so the board house puts it where you meant.

Gerber RS-274X (with or without X2 attributes) from KiCad, EasyEDA, Eagle, Altium, OrCAD, DipTrace and gEDA, and Excellon drill files. A zip of all of them works.
