Why it matters
Right angles only, on purpose
A quarter turn moves pixels without resampling. An arbitrary angle has to interpolate every one of them and invent the corners, which softens every edge in the picture.
Mirroring is applied after the turn
So "mirror left to right" means left to right as you now see it, not as the file happened to be stored.
